Is it possible to see SIB 6 & SIB 7 in a network or only one is allowed ?

In such a case that an operator having an existing GERAN + UTRAN network and transmitting the Neighbour list in SIB 7 & 6 respectively, which UE will priortise ? during this the SRVCC/CSFB capability of the phone has any role to play ?

The SIBs will be broadcasted to the configuration of the operator's network. Any way, the UE should selectively receive needed SIBs to its implementation, such as LTE+UTRAN UE doesn't need to care about the SIB 7 & 8.
And if the operator requests UE manufacturer by a specification like GERAN will not be provided in the HPLMN, then the implementation would not care about the SIB 8, even though it could roam to VPLMN GERAN.

The SRVCC/CSFB capability doesn't have a direct impact on the SIB reception. It only affects in capability reporting during ATTACH REQ. or TRACKING AREA UPDATE REQ. Actually, UE can fallback to UTRAN base on the information included in the RRC CONNECTION RELEASE from the Rel 9, and in the Rel 8, UE needs to receive SIB 6 because that information in not included.

And the reception itself is not priortised, in the SIB 6,7 & 8, there is Priority filed set by the operator and that will priortise between the InterRAT access networks.
